How can foreign trade enterprises cope with the further increase of technical barriers in textile export to EU?

March 03, 2021

Since February 3, the EU regulation on banning the putting on the market of textiles with more than 0.01% NPEO content has come into effect, and the technical barriers faced by foreign trade enterprises exporting to the EU market have been upgraded again.

According to the amendment (EU) 2016 / 26 of reach regulation officially published by the European Union, article 46a of annex XVII of reach stipulates that textiles with NPEO content more than 0.01% will be prohibited from being put on the EU market from February 3, 2021.

·The specific terms are as follows:

1. From February 3, 2021, textile products that need to be washed with water in their normal life cycle shall not be put on the market if their NPEO concentration is equal to or greater than 0.01% of the weight of the textile or its parts.

2. Clause 1 does not apply to the sale of second-hand textiles on the market or new textiles produced exclusively from recycled fabrics without NPEO.

3. For the purposes of clauses 1 and 2, "textile" means any non-finished, semi-finished or finished product containing more than 80% by weight of textile fibers, or any other product containing at least 80% by weight of textile fiber components, such as clothing, accessories, indoor textiles, fibers, yarns, fabrics and knitwear.

According to the introduction, NPEO is a kind of surfactant, which is widely used in industrial cleaning agent and emulsifier, textile and leather treatment agent, household cleaning agent, metal coating process, etc. When NPEO enters the environment, it will decompose into toxic environmental hormones, interfere with endocrine, and is a carcinogen. Previously, the EU restricted the content of NPEO only to industrial cleaning, household washing, papermaking, personal care products and other products. This is the first time that textiles are included in the scope of restrictions.

EU is one of the important export markets of China's textile and clothing. In 2020, China's textile and clothing exports to 27 EU countries (excluding the UK) totaled 53.97 billion US dollars, an increase of 34.4%, of which textile exports increased by 130%, and traditional bulk exports of clothing decreased by 3.7%. Under the influence of the epidemic situation, the demand for textiles in the EU market has increased significantly due to the epidemic prevention materials. In the post epidemic market, the textile and clothing exported to Europe by export enterprises will also tend to be conventional varieties. At present, enterprises urgently need to think about how to calmly deal with the high-tech barriers in the EU market.

Some experts pointed out that if the products are to meet the requirements of the EU, textile enterprises need to upgrade all production links, increase investment in raw materials and product testing, improve the quality management system, strengthen the quality control of production links, and ensure that the quality of export products meets the laws, regulations and contract requirements of the EU market. Standrad 100 is one of the world's most famous eco textile labels for testing harmful substances, representing the trust of consumers and high product safety. All textiles that have passed the inspection of hazardous chemicals, from yarn to finished products, can be hung with standard 100 product label. So, what is the gold content of the certification? What are the specific contents and testing indicators? These five aspects let you quickly understand standrad 100 certification.

·What does standard 100 stand for?

If a finished textile product bears STANDARD100 label, it can be determined that all parts of the finished product, including fabrics, thread, buttons and all other accessories, have passed the inspection of harmful substances, so the product is harmless in terms of human ecology. The test is carried out by the independent laboratory of TESTEX in Switzerland according to standard 100 Oeko-Tex? Standard, which covers more than 20 major items and more than 300 minor items, taking into account the vast majority of regulated and unregulated substances that may be harmful to human health. In many cases, the limit value of standard 100 exceeds the national and international standards. The standard catalogue is updated at least once a year and expanded according to the latest scientific findings or statutory requirements.

·Which products can be certified?

In principle, textiles at all stages of processing, from yarn to fabric, accessories and finished products, are eligible for standard 100 certification. Each different product must meet the limit value requirements of the corresponding test items according to its product characteristics, processing technology and the dyes and chemicals used.

For textile products, all surface accessories used in the products, including thread, button, zipper, lining, printing and coating of external materials, must also pass the inspection of harmful substances. Therefore, whether it is infant textiles, clothing, home textiles or decorative materials, products with standard 100 label are trustworthy.
